The EU’s Universal PFAS Restriction is Entering the Final Committee Phase

On 3 March 2026, the European Chemicals Agency (ECHA) announced that its Risk Assessment Committee (RAC) has concluded its evaluation of PFAS and will publish its opinion shortly. RAC’s assessment focused on the risks to human health and the environment.

 

A Critical Milestone Reached for PFAS Regulation in the EU

This milestone comes more than three years after the original universal PFAS (U-PFAS) restriction proposal was submitted. During this period, RAC examined hazards, use volumes, emissions, risk characterisation, and the practicality and enforceability of a potential restriction.

 

SEAC Draft Opinion & Consultation Imminent

The Socio-Economic Analysis Committee (SEAC) is expected to adopt its draft opinion next week. SEAC’s role is to assess the socio-economic impacts of the proposed restriction, including the availability and feasibility of alternatives. Once adopted, SEAC’s draft opinion will be subject to a 60-day public consultation, anticipated to begin shortly after publication.

The original 2023 consultation on the U-PFAS proposal attracted more than 5,600 comments. It will therefore be notable to see the level of engagement with the SEAC draft opinion, and whether SEAC can realistically review the submissions and finalise its opinion before the end of 2026.

Following publication of the final opinions from both RAC and SEAC, the U-PFAS restriction proposal will be submitted to the European Commission for consideration.
