Louisa is a Senior Biocides Consultant at Blue Frog Scientific, specialising in EU and UK biocides regulation, with significant experience supporting companies through the Biocidal Products Regulation (BPR) and Classification, Labelling and Packaging (CLP) Regulation. She provides strategic regulatory advice across the full lifecycle of biocidal active substances and products, including regulatory strategy development, product authorisation, active substance approvals, and dossier defence.
Before joining Blue Frog Scientific, Louisa spent nearly 14 years in the fast-moving consumer goods sector, with more than 10 years focused on regulatory strategies for disinfectant products under the BPR. She led her previous company’s first biocidal product approvals, managed biocidal product family dossier submissions, and supported subsequent change applications across multiple EU markets. Louisa also represented her organisation in ECHA’s Biocidal Products Committee working groups, defending dossier positions directly with regulatory experts.
Louisa’s regulatory focus has included product-types 1, 2 and 4, primarily for consumer use, with experience engaging directly with ECHA, HSE and a wide range of EU competent authorities including Latvia, Belgium, Poland, France and Germany. She has worked with industry consortia for biocide active substances and contributed to sector-wide guidance initiatives, including shaping early AISE guidance on treated articles.
A chemist by training, Louisa holds an MChem in Chemistry with Analytical Chemistry & Toxicology from the University of Hull, including industrial experience supporting regulatory compliance for medical device technical files. She takes a pragmatic, solutions-driven approach to navigating complex regulatory pathways, balancing legislative requirements with commercial considerations – including cases where regulatory strategy intersects with emerging or unprecedented approaches.
Louisa has previously been an active member of CEFIC’s Biocides for Europe group and AISE’s Biocides Working Group. She joined Blue Frog Scientific to broaden her impact across different product types and active substances, contributing to the evolution of biocides legislation and helping clients successfully navigate an increasingly challenging regulatory landscape.
